Saudi Arabia

SABER product conformity registration under SASO oversight, SFDA health regulation, and Gulf-wide standards.

Market overview

Saudi Arabia manages most product conformity through the SABER platform: products are registered, conformity certificates are issued against applicable Saudi and GSO technical regulations, and shipments are certified before customs clearance. Regulated products that arrive without valid SABER documentation can be stopped at the border.

Alongside SABER, the SFDA controls food, medical devices, pharmaceuticals, and cosmetics through its own registration and import pathways. We prepare manufacturers for both tracks β€” conformity registration, SFDA documentation, Halal evidence where it applies, and the test reports accredited bodies will expect.

Independent product certification and accredited certification decisions are performed by appropriately authorized third-party bodies. We prepare you to meet their requirements β€” we do not issue approvals ourselves.

Regulatory authorities

Who regulates what in Saudi Arabia

  • Saudi Standards, Metrology and Quality Organization (SASO)
  • SABER product conformity platform
  • Saudi Food and Drug Authority (SFDA)
  • GSO β€” Standardization Organization for GCC

Key requirements

What exporters need to know

  • The SFDA regulates food, medical devices, pharmaceuticals, and cosmetics, including product registration and import controls.
  • Food imports must meet SFDA and GSO food standards, including applicable Halal requirements for meat and meat-containing products.
  • Electrical appliances and consumer products must meet applicable Saudi and GSO safety and efficiency standards.

Mandatory vs voluntary

What is required, and what is optional

Mandatory product requirements

Mandatory requirements: SABER Product and Shipment Certificates of Conformity for regulated products, SFDA registrations for food, medical devices, pharmaceuticals, and cosmetics, and applicable GSO/SASO technical regulations. Halal requirements for meat and meat-containing food products are mandatory import conditions. These are enforced at the border β€” shipments without them can be refused entry.

Voluntary credentials

Voluntary credentials: the Saudi Quality Mark and ISO management system certifications (such as ISO 9001, ISO 22000, or ISO 13485) are voluntary and not a substitute for mandatory SABER or SFDA registrations. They strengthen buyer confidence and can ease conformity assessment, but they do not replace the market's mandatory product requirements.
