United Arab Emirates

ECAS registration and the Emirates Quality Mark under MoIAT, with UAE and GSO product standards.

Market overview

The United Arab Emirates regulates imports through the ECAS scheme: regulated products are registered with MoIAT, assessed against applicable UAE and GSO standards, and marked accordingly before they can be placed on the market. The Emirates Quality Mark applies where a technical regulation mandates it and is available voluntarily for other eligible products.

Food, medical devices, and pharmaceuticals follow their own registration pathways with the relevant UAE authorities. We prepare manufacturers for each track โ€” ECAS registration, standards testing, Halal documentation where it applies, and the import compliance file your UAE buyers and clearance agents will expect.

Independent product certification and accredited certification decisions are performed by appropriately authorized third-party bodies. We prepare you to meet their requirements โ€” we do not issue approvals ourselves.

  • The Emirates Quality Mark (EQM) is mandatory where a technical regulation requires it and voluntary for other eligible products.

Mandatory vs voluntary

What is required, and what is optional

Mandatory product requirements

Mandatory requirements: ECAS registration for regulated products, conformity with applicable UAE and GSO technical regulations, EQM where a technical regulation requires it, and health-authority registration for food, medical devices, and pharmaceuticals. Halal requirements for meat and meat-containing food products are mandatory import conditions.

Voluntary credentials

Voluntary credentials: the Emirates Quality Mark is voluntary for eligible products outside mandated technical regulations, and ISO management system certifications (such as ISO 9001, ISO 22000, or ISO 13485) are voluntary. They support buyer confidence and tender requirements but do not replace mandatory ECAS or health-authority registrations.
